E-Governance and Computerisation

Computerisation and e-governance play an important role in making the functioning of Local Self-Government Institutions more efficient, transparent and citizen-friendly. Information technology helps improve administration, record management, service delivery, project implementation and communication with the public.

1. Computerisation

Computerisation involves the use of computers and related digital systems to carry out office activities quickly and accurately. These systems help organise the preparation of official documents, storage of information, correspondence, reports, accounts and development project-related data.

2. Growth of E-Governance in Kerala

1999

The Information Kerala Mission (IKM) played an important role in promoting the use of information technology in Local Self-Government Institutions across Kerala.

During the 2000s

Computerisation in Local Self-Government Institutions and the use of software systems for various administrative and development activities gradually expanded.

2000–2010 Period

Digital systems developed in areas such as public services, taxation, accounting and development planning. Systems such as Sevana, Sanchaya, Sulekha and Saankhya were used in various areas of local governance.

From 2020

Initiatives were undertaken to coordinate Local Self-Government services digitally through systems such as the Integrated Local Governance Management System (ILGMS).

From 2024

Digital service systems, including K-SMART, were introduced for urban Local Self-Government Institutions. Efforts continued to make services simpler and more convenient.

Present Stage

E-governance increasingly focuses on online services, digital records, electronic communication, project monitoring and citizen participation.

3. Major Areas of Digital Governance

Office Administration

Managing official records, correspondence, reports and office procedures with the support of digital systems.

Project Planning and Monitoring

Using digital systems for development project planning, progress assessment, data collection and report preparation.

Digital Record Management

Maintaining information systematically and retrieving it quickly whenever required.

Service Delivery

Making available services more convenient for the public through government-approved online systems.

4. Advanced Systems in Digital Governance

Online Training

Online training systems can be used to provide employees and elected representatives with training in digital administration, office software and online services. This helps them learn new technologies and improve operational efficiency.

Geo-tagging

Geo-tagging can be used to record the geographical locations of development projects, public facilities and assets. It helps identify project locations, monitor progress and maintain organised records.

Feedback System

Feedback systems can be used to collect public opinions, suggestions, complaints and responses regarding services. Considering public feedback helps improve the quality of service delivery.

Citizen-Centric Applications

Government-approved citizen-centric applications help people access information, use online services and check the status of applications. These applications can make public services easier to access.

Online Applications and Services

Through available government online portals, citizens can submit applications, access service information and check the progress of their applications.

Digital Monitoring and Reporting

Digital systems can be used to record the progress of development activities, collect information and prepare reports. This helps make project monitoring and review more systematic.
